I had a close look at the budget papers and the detailed wording is open to multiple interpretations, include the one I describe in my blog in which I arrive at much lower rates increases.
Since I am a computer science PhD not a lawyer or accountant, I can't say whether my interpretation would stand up in court, but it seems to me worth running past a lawyer and accountant if the city council insists on going ahead with this crazy plan.
That they cannot draft a tax table capable of unambiguous interpretation is cause for concern at what else they may have wrong.
